The odd part is it is a fairly natural thing to do on an iPad itself (and is very “book”-like)…so are they assuming most visitors to the page to sell iPads already have iPads?

To me, it is clear the iOS will become the dashboard/Portable state of macOS
Imagine, you dock you ipad on his docking station stand (Product to come) and you ipad become the screen of an future iMAC
That combined with the fact that they said they are also working on a new Apple display (to go along the upcoming Mac Pro)
not a bad assumption to make. i’m on an older ipad and curious about the new one.
