Let’s ban crying babies and people talking as well! :/. God I hate police states. If you don’t want to hear people talking then wear noise cancelling headphones, but don’t tell me when and where I can talk!!! If it was a safety issue that’s one thing, but this is not the reason they gave.
We tell people where and when they can talk all the time. By your logic, I could say, “if you want to talk on the phone, then don’t fly”.

hearing a one-sided conversation next to your ear is much more annoying than hearing two people converse. this has been proven — the brain constantly tries to figure out whats missing and it eats up more CPU cycles because of it.
I’m sure this decision is all about valuing quiet and not about the value of a dollar or 12. Online wifi anyone?
