Yup, and the error is probably only in the app itself because the support rep says he sees $0.20.
My skype account (and all of the emails that I get from it) are in Russian or Ukranian (since those are the national languages of the country I was visiting at the time). As of when I last checked, there is still no way to change the langauge for my emails to one I can actually read.
