Unlike One Drive or even Dropbox, iCloud storage is key to extending and improving the experience of using a Mac or iPhone. Dropbox may be a semi-magical folder that syncs data to other devices, but iCloud is the glue between Apple’s various platforms.

As the articles point out, the biggest problem is that iCloud is a universal storage for just about everything and many critical services are not zero rated (does not count toward storage).
Photo Stream and Shared Photo Albums are zero rated, which is good, but it needs to be expanded for everything but (1) Mail, (2) Photos, (3) Backup, and (4) iCloud Drive.
IMHO, Backup should be zero rated as well, but backing up Photo Library should count toward storage.
If Own a iPhone, iPad and Macbook, I should be given 15GBmin not just 5GB. So at a min it should be 5GB per Apple Device, connected to an individual iCloud acct. Even better is 5GB per each device purchased. Thus, if you constantly buy new iPhones, you should get a 5GB bump every time. Thus, the more products you buy the more free storage you obtain. People without an Apple device at all can get 5GB, so it seems odd that Apple doesn’t reward those for buying more Apple products.

I agree about zero-rating backup. This would be a significant competitive advantage that could put a few companies out of business. 🙂
But that would also be a pipe dream because you are asking them to increase their limit 100 fold, if not 1000 fold (for those of us with multiple machines with ≥ 1TB drives).
