Last year we began testing a quality filter setting and we’re now rolling out a feature for everyone. When turned on, the filter can improve the quality of Tweets you see by using a variety of signals, such as account origin and behavior. Turning it on filters lower-quality content, like duplicate Tweets or content that appears to be automated, from your notifications and other parts of your Twitter experience. It does not filter content from people you follow or accounts you’ve recently interacted with – and depending on your preferences, you can turn it on or off in your notifications settings.
Twitter certainly has a lot of work to do, but anything that can help my feed is welcome.
It’s not going to help your feed at all—according to what they wrote:

In fact, I’m wondering just what in the blue hell it does filter, if not the people you follow.
It filters out the @ replies, and is designed to hide a lot of the garbage or offensive responses that make Twitter borderline unusable for many people.
Number one thing I want Twitter to do – and the #1 thing that would make it a lot more relevant to everyone – is to reopen the Follow List so other apps and websites can connect me to my Twitter followers.
My Twitter list is a lot more relevant, and completely different, to my Facebook friends.
When Twitter calls something a “quality” filter, I have to wonder if it’s equivalent to calling a law the “Patriot Act.”
