Samsung told The Associated Press that while the Active is meant to be one of the most rugged phones out there, “there may be an off-chance that a defective device is not as watertight as it should be.”
Consumer Reports bought two and they both failed.
Weird that Consumer Reports found the rugged one to be vulnerable to water while the normal ones are not.

I think the thesis CR proposed is probable – that there’s some manufacturing defect on the Active.
(They bought two, but if they were at the same place or same city and same time, I wouldn’t be surprised to see they were from the same run, and thus likely to have similar issues.)
The way the normal S7 models were as water resistant as claimed suggests very strongly that Samsung isn’t just making up the idea of water resistant S7s.
