Doesn’t seem that odd to me. If Apple wanted to increase awareness of Apple Pay merchants, letting those merchants order their own decals for free is the best way to make sure they spread. It’s kind of like how Square boosted their reach by giving away the Square Reader for free and even included Square decals in the box so that merchants could visually indicate they supported Square. Apple (like Square) will make far more money from people using Apple Pay than they will come even close to spending on these promotional items.
